Josephine St. Pierre Ruffin attempts to integrate the General Federation of Women’s Clubs at its biennial meeting in Milwaukee Initially turned away from the convention because does not accept representatives from the African-American Women’s Era Club, she is subsequently allowed to participate as a representative of the Massachusetts delegation of the New England Women’s Club and the New England Press Association.
